There were many leaks due to the rotting plywood beneath the old roof.

Rotted Plywood Under the Shingles
The culprit of the leaks at the Armory was rotted plywood and old insulation which was letting water through and growing rot.
New plywood was put down across the roof
New plywood as well as insulation was placed down after tearing up the water damaged roofing.
